The I.M.F. Needs a Reset

By ROBERT H. WADE and JAKOB VESTERGAARD
February 4, 2014

For all the criticism that has been directed at it over the decades, the International Monetary Fund provides vital services to the world economy. In particular, it acts as the nearest thing to an international lender of last resort to countries experiencing external financial crises — and thereby helps to maintain international financial stability.

But the I.M.F. is experiencing a crisis of governance. The governments of big developing countries have become frustrated with the unwillingness of Western countries to adjust the distribution of power in the fund in line with their rising economic weight. Frustration has encouraged some to explore bypass institutions, such as the development bank and the currency-pooling scheme being negotiated among the BRICS (Brazil, Russia, India, China, South Africa)

Argentine Banking System Archives Destroyed By Deadly Fire

 02/05/2014 13:57 -0500

While we are sure it is a very sad coincidence, on the day when Argentina decrees limits on the FX positions banks can hold and the Argentine Central Bank's reserves accounting is questioned publically, a massive fire - killing 9 people - has destroyed a warehouse archiving banking system documents. As The Washington Post reports, the fire at the Iron Mountain warehouse (which purportedly had multiple protections against fire, including advanced systems that can detect and quench flames without damaging important documents) took hours to control and the sprawling building appeared to be ruined. The cause of the fire wasn’t immediately clear - though we suggest smelling Fernandez' hands...

The $15 trillion shadow over Chinese banks

China analyst Charlene Chu explains why the nation is on the verge of crisis

In a country where the banks, even the largest, are not known for openness, Chu has warned since 2009 about a rapid expansion in lending that has seen something close to $15 trillion (£9.1 trillion) of credit created, fuelling a property and infrastructure boom that has no equal in history.
.... “I just don’t agree with that because there is so much inter-linkage between the formal banking sector and the shadow banking sector and this product [the ICBC trust] is a good example.” Many take comfort that foreign currency reserves, estimated at close to $4 trillion, could be used to rescue the financial system in a crisis. Chu says such optimism is wishful thinking.

“The FX [foreign exchange] reserves cannot be used nearly to the extent that people think they can. There are some analysts that think they can’t be used at all, but I disagree with that.

....Not following the party line has seen Chu travel to China to inspect first-hand the building of “ghost cities” that developers claim are fully occupied, but that appear to be deserted except for a scattering of maintenance staff and increasingly despondent “entrepreneurs”.

UN accuses Vatican of adopting policies that allowed priests to rape children

UN has demanded that the Vatican 'immediately remove' all clergy who are known or suspected child abusers and turn them over to police, in an unprecedented and scathing report

The Catholic Church continues to protect paedophile priests and should immediately turn them over to the authorities, the United Nations said in scathing report on the Vatican’s decades-long failure to tackle the scandal of sexually abusive clergy.

In a damning critique of the Holy See’s attempts to shield clergy from prosecution, the UN Committee on the Rights of the Child said that “tens of thousands of children worldwide” had been raped or molested in the past and that the abuse continues today.

Europe exposed: Over $3 tn in emerging market loans

Published time: February 04, 2014 15:09
Edited time: February 05, 2014 17:08

Negative shocks in the emerging market – fueled both internally and externally, have resulted in a $7 billion leak out of exchange traded funds in developing nation assets in January 2014, according to Bloomberg data.

Europe is currently trying to reform its banking system by performing stress tests to make sure banks have adequate capital, and it can expose weak points and boost investor sentiment after it was pummeled by the 2008 financial crisis.

Philippine leader likens China's rulers to Hitler

AFP
By Karl Malakunas 11 hours ago

Manila (AFP) - Philippine President Benigno Aquino has warned China's efforts to claim disputed territories are like Nazi Germany's before World War II, drawing a fierce Chinese response on Wednesday branding him ignorant and amateurish.
In an interview with the New York Times, Aquino called for world leaders not to make the mistake of appeasing China as it seeks to cement control over contested waters and islands in the strategically vital South China Sea.

This Time, Boehner "Capitulates" Early On Debt Ceiling

02/05/2014 15:28 -0500

Apparently squeezed by an internal party split, The Hill reports that House Republican leaders have concluded that they cannot pass an increase in the debt ceiling without help from Democrats, abandoning plans to tie legislation either to ObamaCare or the Keystone pipeline. Having initially planned on these negotiation points, Boehner discovered he would not have enough votes to pass the bill... and folded. That left Republican leaders with no clear alternative to addressing the debt limit, which, as we noted is rapidly approaching at the end of February, as a combination of Republicans and Democrats will be needed to get a debt-limit boost through the House - leaving some Reps describing a clean debt-ceiling bill as "Capitulation."

JPMorgan, Morgan Stanley fined $1.8 bn for concealing pre-crisis mortgage risk

Published time: February 05, 2014 12:30

Morgan Stanley has agreed to pay $1.25 billion to the US government, and JPMorgan has been fined $614 million as a penalty for concealing the full risk associated with mortgage securities.

... The Morgan Stanley settlement with the FHFA will be the third-largest against a Wall Street firm, with the authority having filed a total of 18 cases overall, the Wall Street Journal reports.

JP Morgan has so far paid the biggest fine of $4 billion, with Deutsche Bank second with a $1.93 billion bill.

In a fresh settlement JPMorgan agreed to pay $614 million for violating the False Claims Act, as the bank originated and acted as an underwriter for non-compliant mortgage loans submitted for insurance coverage and guarantees by US federal agencies.

Rock-Star Pope at war with GOP’s Ayn Rand Capitalism

Commentary: Conservatives in defining ideological war of 21st century

SAN LUIS OBISPO, Calif. (MarketWatch) — Yes, Pope Francis is officially a rock star. First pope ever on a Rolling Stone cover. Already Person of the Year for Time. Plus a CNN poll says 88% of Americans approve of Pope Francis.

All red flags warning Paul Ryan and GOP conservatives their extreme-right agenda is in more trouble than the low congressional poll numbers suggest. And no match against the Rock-Star Pope and his radical anticapitalist revolution for 1.2 billion Catholics worldwide.

Short term, we expect conservative politicians will keep pushing their hard-right agenda. But Pope Francis is a game-charger. Yes, conservatives will continue to suppress the minority vote ... block immigration reform ... cut aid to programs for the poor ... deny women the right to safe health care ... embrace Big Oil climate-science deniers ... and much more.

But they’re out of step with the revolution. The Rock-Star Pope is leading a historic paradigm shift, the voice an emerging new global collective conscience that’s rejecting today’s conservatism.

Vatican bank admits widows victims of crackdown

Associated Press
By NICOLE WINFIELD January 30, 2014 1:59 PM
VATICAN CITY (AP) — Dozens and perhaps hundreds of widows and Vatican pensioners recently came in for a rude surprise: The Vatican bank told them they had to close their accounts or risk losing access to their money — all in the name of Pope Francis' reform efforts, The Associated Press has learned.
The bank now says it was all a "technical error" and that the widows and pensioners are being kept on as clients. That reversal came despite the bank's highly-publicized plan to close so-called "lay accounts" as it tries to mend relations with Italian authorities who have suspected that Italians were using the bank as a tax haven.

“We are confident that each of our ash ponds has the structural integrity necessary to protect the public and the environment.”

That’s what Duke Energy says on its website in its defense of heated criticism that it has received for how it handles coal ash, a toxic waste product of burning coal.

Now, as a disaster for a local river and the people who live near it in North Carolina unfolds, it’s clear that the company was wrong.

Questions of preservation after ancient village found in downtown Miami

By Matt Smith and Justin Lear, CNN
February 5, 2014 -- Updated 1234 GMT (2034 HKT)
(CNN) -- At the heart of a $600 million complex of Miami condominium and office towers, a network of holes in the ground has provided new insight into the people who were there first.

The holes lay out the foundations of a prehistoric settlement of the ancient Tequesta tribe at the confluence of the Miami River and Biscayne Bay. The Tequesta lived in what's now metro Miami until the 1700s, and the holes held pine posts that framed their thatched buildings.

European Central Bank seeks banks too troubled to lend money as it purges financial system

FRANKFURT - In Europe, the zombie hunt is on.

Not for undead humans, that is, but zombie banks — the walking dead among lenders, too financially troubled to loan money to an economy that desperately needs investment, growth and jobs.

The European Central Bank, the lead crisis-fighter for the 18 countries that use the euro, is embarking on an extensive search through the books of the biggest banks. It's an arcane exercise — but one whose results will impact people's jobs, businesses and lives. The idea is to restore the system's ability to lend by weeding out lame banks.

Treasury Chief: US Will Run Out of Money in February

The U.S. government says it will run out of money to pay its bills in late February, a bit sooner than first thought.

But on Thursday, he urged Congress to raise the country's borrowing limit again by the end of February, to make sure the country does not default on its debts.

Shake me, wake me!

The rot moves from the margins to the center, but the disease moves from the center to the margins. That is what has happened in the realm of money in recent weeks due to the sustained mispricing of the cost of credit by central banks, led by the US Federal Reserve. Along the way, that outfit has managed to misprice just about everything else  — stocks, houses, exotic securities, food commodities, precious metals, fine art....

...Meanwhile, the rot of epic mispricing expresses itself in collapsing currencies and the economies they are supposed to represent: India, Turkey, Argentina, Hungary so far. Italy, Spain, and Greece would be in that club if they had currencies of their own. For now, they just do without driving their cars and burn furniture to stay warm this winter. Automobile use in Italy is back to 1970s levels of annual miles-driven. That’s quite a drop.

Before too long, the people will be out in the streets engaging with the riot police, as in Ukraine. This is long overdue, of course, and probably cannot be explained rationally since extreme changes in public sentiment are subject to murmurations, the same unseen forces that direct flocks of birds and schools of fish that all at once suddenly turn in a new direction without any detectable communication.

Perth Mint and U.S. Mint See Higher January Gold Sales

Posted on February 3, 2014

Gold is marginally lower in all major currencies today except sterling which has weakened due to concerns that the Bank of England will continue its ultra loose monetary policies. Gold ticked higher in Asia prior to price falls....

Australia’s Perth Mint, which refines most of the bullion from the world’s second-biggest producer, joined the U.S. Mint in reporting gold demand climbed in January. Sales of coins and the increasingly popular minted gold bars at the Perth Mint increased 10% to 64,818 ounces last month from 58,944 ounces in December. The mint sold 912,388 ounces of silver compared with 845,941 ounces in December, it said.

Sales of gold coins by the U.S. Mint rose 63% in January to the highest since April. Sales climbed to 91,500 ounces from 56,000 ounces in December, while sales of silver coins almost tripled to 4.78 million ounces, the highest in a year, the data showed.

A Rash of Deaths and a Missing Reporter – With Ties to Wall Street Investigations

By Pam Martens: February 3, 2014

In a span of four days last week, two current executives and one recently retired top ranking executive of major financial firms were found dead. Both media and police have been quick to label the deaths as likely suicides. Missing from the reports is the salient fact that all three of the financial firms the executives worked for are under investigation for potentially serious financial fraud.

...The case of David Bird, the oil markets reporter who had worked at the Wall Street Journal for 20 years and vanished without a trace on the afternoon of January 11, has this in common with the other three tragedies: his work involves a commodities market – oil – which is under investigation by the U.S. Senate’s Permanent Subcommittee on Investigations for possible manipulation. The FBI is involved in the Bird investigation.

As such we close out the trade at  8.8300 (entered at 8.8100) and look to reinitiate once risk appetite turns positive again.

Get your opiates for free: Capitalism meets the zombie apocalypse

I think I have found a new low in the pharmaceutical industry: giving away a month's free supply of potentially lethal high-grade opiods.

This ambitious marketing strategy allows more than enough time and supply to create addicts.

Zimbabwe adopts Chinese yuan as legal currency

HARARE — Zimbabwe’s central bank announced on Wednesday it would accept the Chinese yuan and three other Asian currencies as legal tender as economic relations have improved in recent years.

"Trade and investment ties between Zimbabwe, China, India, Japan and Australia have grown appreciably," said Charity Dhliwayo, acting governor of the Reserve Bank of Zimbabwe.

Exporters and the public can now open accounts in yuans, Australian dollars, Indian rupees and Japanese yen, Dhliwayo said. Zimbabwe abandoned its worthless currency in 2009.

Currency crisis at Chinese banks 'could trigger global meltdown’

A rise in foreign funding at China's banks poses a threat for international lenders

The growing problems in the Chinese banking system could spill over into a wider financial crisis, one of the most respected analysts of China’s lenders has warned.

Charlene Chu, a former senior analyst at Fitch in Beijing and now the head of Asian research at Autonomous Research, said the rapid expansion of foreign-currency borrowing meant a crisis in China’s financial system was becoming a bigger risk for international banks.

Market Cornered: JPMorgan Owns Over 60% Notional Of All Gold Derivatives

Perhaps the only question we have after seeing the attached table, which shows that as of Q3, 2013 JPMorgan owned $65.4 billion, or just over 60% of the total notional ($108.2 billion) of all gold derivatives in the US, is whether the CFTC will pull the "our budget was too small" excuse to justify why it allowed Jamie Dimon to ignore any and all position limits and corner the gold market?

Kicillof sought help from foreign banks to get dollars

Argentina is imperative to get the dollars that can counter the flight of capital, which in January alone cost the Central Bank (BCRA) U.S. $ 2.499 billion of its reserves. It was the biggest drop since 2006, when the country canceled its entire debt of more than U.S. $ 9 billion to the International Monetary Fund (IMF).

The minister confided bankers requesting leave to look for dollars abroad, either by issuing new debt or through commercial credit lines that banks could get. Some entities, according to sources consulted by the NATION, and would have set to work to organize a tour to Kicillof investment to New York this month.

He soon became a lobbyist. Because his salary fell below a cap established in House rules, a one-year ban on lobbying his former boss does not apply.

A top aide to a Republican congressman from Arizona helped promote a legislative plan to overhaul the nation’s home mortgage finance system. Weeks after leaving his government job, he reappeared on Capitol Hill, now as a lobbyist for a company poised to capitalize on the plan.

A former counsel to Democrats on the House Financial Services Committee left Capitol Hill a year ago. He, too, returned to the Hill just months later, lobbying committee aides on behalf of Wall Street giants like JPMorgan Chase and Bloomberg L.P.

Judge approves Bank of America $8.5 bln settlement

NEW YORK (MarketWatch) -- Bank of America Corp. BAC -1.06% has been given approval to settle its case with investors for $8.5 billion over faulty mortgage-backed securities originated in its Countrywide unit, according to a report in The Wall Street Journal on Friday. A New York State judge has given the go-ahead on a deal that was made in June 2011 but was opposed by certain investors including American Insurance Group Inc. AIG -1.88% . AIG argued the deal was unfair and that the amount was far short of the losses to investors. The more than two-year process is considered a victory for the bank that has been closely watched by the industry. Bank of America shares were down 1%.

Currency devaluation ‘easy’ answer to emerging market crisis – Saxo Bank chief

Published time: January 30, 2014 15:48

The emerging market currency crisis is being propelled by policymakers who are “seeking the easy answer” by devaluing their currency, which is an unsustainable global model, Saxo Bank CEO Steen Jacobsen told RT.
The spectacular loss of value in emerging market currencies – the South African rand, the Russian ruble, the Indian rupee, and the Turkish lira- is a result of government's tightening monetary policy, which has even further driven down the value against the euro and dollar.

Digital Currency Founder: U.S. Indicted Me For Not Giving FBI My Source Code

 By Kim Zetter

The indicted founder of digital currency Liberty Reserve says the U.S. government began targeting him only after he refused to turn over the source code for his proprietary system to the FBI.

Arthur Budovsky, who is fighting extradition to the U.S. from Spain, told a Madrid court that the FBI approached him in 2011 to obtain the source code for what he says was the purpose of undermining the service.

Poland Confiscates Half Of Private Pension Funds To "Cut" Sovereign Debt Load

While the world was glued to the developments in the Mediterranean in the past week, Poland took a page straight out of Rahm Emanuel's playbook and in order to not let a crisis go to waste, announced quietly that it would transfer to the state - i.e., confiscate - the bulk of assets owned by the country's private pension funds (many of them owned by such foreign firms as PIMCO parent Allianz, AXA, Generali, ING and Aviva), without offering any compensation. In effect, the state just nationalized roughly half of the private sector pension fund assets, although it had a more politically correct name for it: pension overhaul.

Currency chaos batters Aussie and loonie

Opinion: Collateral damage from the emerging-markets meltdown

....But two other leading currencies have become collateral damage. Over the past year, the Australian and Canadian dollars both have lost more than 10% of their value against the U.S. dollar, and currency traders expect them to fall further still. What’s more, their own central bankers have suggested they want to see their dollars even weaker.
